Top AI Agent Development Companies in Canada (2026)

Lecture 10 min

An AI agent is software that takes actions, not just answers. It reads a request, decides which tools to use, calls your systems, and either finishes the task or hands it to a person. Canada has a strong bench of companies in this space, but they do very different jobs. Some sell agent platforms, some sell the language models agents run on, and some build custom agents for your business.

This guide compares ten AI agent development companies in Canada, and it labels each one honestly: custom development firm, product company, or model vendor. Every firm has its headquarters or a real office in Canada, and every fact links to its source.

How to choose an AI agent development company in Canada

  • Build, buy, or both. If a platform such as a customer service agent covers your use case, buying is faster. If the agent must work inside your own ERP, CRM, and internal tools, you need a firm that builds custom agents.
  • Model vendor is not a builder. A model vendor supplies the language model and platform. Someone still has to design the agent, connect it to your systems, and run it.
  • Guardrails. Ask how the firm limits what an agent can do, when it escalates to a person, how it validates outputs, and how it logs every action.
  • Integration track record. Agents are integration projects. Ask for examples where an agent reads and writes to real business systems in production.
  • Data residency and compliance. Canadian buyers in finance, health, and government often need audited controls such as SOC 2 and HIPAA compliant development and clear answers on where data and model calls run.

The companies

1. Webisoft

Webisoft is a Montreal-based software development firm founded in 2016, with a second office in Miami (source). It is AICPA SOC 2 Type II and HIPAA compliant and an AWS Partner, and its senior North American engineers work in English and French (source). Its Clutch profile describes an AI practice that covers LLM and GPT integration, AI agents, document digitization (OCR), and MCP server development, and the firm holds a 4.9 rating across 23 reviews on Clutch (source). Its AI agent development services cover agent strategy, custom agents built around a client's data and domain rules, and agents that connect CRM, ERP, and external APIs into one workflow (source).

In one anonymized engagement, Webisoft built a B2B data marketplace on an AI-augmented delivery pipeline: four GitHub Actions workflows take a Jira ticket to a merged pull request, one AI agent implements while another reviews, technical decisions are cross-checked across three AI models, and a person must approve before anything merges. The marketplace has been in production since November 2025 on Django REST, React, PostgreSQL, Celery, Redis, Terraform, and AWS (source). Webisoft tends to fit companies that want custom agents connected to their own systems, with human approval built in and SOC 2 Type II and HIPAA controls already in place.

2. Ada

Ada is an AI customer service company based in Toronto that was founded in 2016 and powers customer service automation for more than 300 companies (source). Its founders describe the company as built entirely around AI models rather than seats for human users, with the goal of an always-on AI agent for customer service (source). Ada is a product company: you license its platform rather than hire it to build a custom agent. It tends to fit customer service teams that want an AI agent for support conversations without building one.

3. Alithya

Alithya was established in 1992, is headquartered in Montreal, and employs more than 3,900 people in Canada, the United States, and other countries (source). Its service menu includes AI strategy and implementation, data and analytics, intelligent document processing, custom application development, and a Microsoft practice that lists Copilot and AI agents alongside Dynamics 365 and Azure (source). The firm also states that the Canadian federal government recognizes it as a qualified expert for artificial intelligence solutions (source). Alithya tends to fit organizations that run on Microsoft, Oracle, or other enterprise platforms and want agents added by the consultancy that already manages those systems.

4. AltaML

AltaML was co-founded in Edmonton in 2018 by Nicole and Cory Janssen, has more than 100 AI and industry experts, reports more than 450 AI and ML use cases delivered, and has offices in Edmonton, Calgary, and Toronto (source). It sells applied AI work to the public sector, construction, energy, and finance, along with accelerators called ForgeAsk for knowledge retrieval, ForgeScribe for document generation, and ForgeLens for data extraction (source). AltaML tends to fit public sector agencies and companies in energy, construction, and finance that want applied AI, including retrieval and document automation, from a Western Canadian team.

5. Chrono Innovation

Chrono Innovation was founded in Montreal in January 2020 and became a Certified B Corporation in 2026 (source). It reports more than 100 projects shipped to production for more than 80 clients, and its capabilities include AI agents, retrieval and knowledge systems, AI UX and product design, workflow automation, embedded pods, and managed app support (source). Its AI agent page describes task-specific agents, multi-agent systems, agentic workflow automation, conversational agents, and internal knowledge agents, built in the client's stack with error handling, cost controls, output validation, human-in-the-loop checkpoints, and logging of every agent decision after deployment (source). Chrono Innovation tends to fit mid-size companies that want a custom agent scoped, priced, and run under a service level after launch.

6. Cohere

Cohere was founded in 2019, is headquartered in Toronto, and has offices in Montreal, New York City, San Francisco, London, Paris, and Seoul; it expanded to Montreal in 2025 (source). It builds large language models for regulated industries such as finance, healthcare, manufacturing, energy, and the public sector (source), and it sells North, an enterprise AI platform, alongside its Command, Embed, and Rerank models and private deployment options (source). Cohere is a model and platform vendor, not a custom development firm: teams build agents on its models and North platform, often with a partner or an internal team. It tends to fit regulated organizations that need a Canadian LLM provider with private deployment options.

7. Coveo

Coveo was founded in 2005, is headquartered in Quebec City, trades on the TSX under CVO, and opened a Montreal office in 2017 (source). It sells the Coveo AI-Relevance Platform, which includes agentic AI and retrieval, generative answering, a passage retrieval API, AI search, and recommendations, and it reports 750 experts in AI, search, and personalization (source). Coveo is a product company. It tends to fit commerce, service, and workplace teams that want to buy retrieval and generative answering that their agents can draw on.

8. Mirego

Mirego was founded in 2007, lists a Montreal office and one other location on Clutch, and has 50 to 249 employees (source). It describes itself as a multidisciplinary development, strategy, and design team, and its site presents an AI offer built on five pillars: platform, training, development, diagnostic, and machine learning (source). On Clutch, AI agents and AI development each make up part of its service mix, next to mobile app and custom software work (source). Mirego tends to fit brands with consumer apps that want agents to sit inside the product experience.

9. Moov AI

Moov AI is a Montreal artificial intelligence consulting firm founded in 2018 with more than 60 AI-dedicated experts; in March 2025 Publicis Groupe agreed to acquire it, with Moov AI set to become a practice within Publicis Groupe Canada (source). Its services cover data and AI strategy, AI workshops and training, business intelligence, and AI solution development, delivered by data scientists, data engineers, analysts, and AI delivery managers (source). Moov AI announced a strategic partnership with Mila, the Quebec Artificial Intelligence Institute, in June 2023 (source). Moov AI tends to fit organizations that want help choosing which processes to hand to agents and training staff before and after the build.

10. Osedea

Osedea was founded in 2011, is headquartered in Montreal, has 50 to 249 employees, and holds a 4.9 rating across 44 reviews on Clutch (source). It describes itself as an innovation firm working in digital product design, software development, artificial intelligence, robotics, and data and business intelligence, with an industry focus on manufacturing, health, mining, finance, and agri-food, and it states that it is SOC 2 Type 2 certified (source). Mila announced a strategic partnership with Osedea in April 2024 (source). On Clutch, AI development is its largest listed service line, followed by custom software and AI agents (source). Osedea tends to fit manufacturers and health organizations that want agents next to computer vision, robotics, or data projects.

What drives the cost of an AI agent project

Agent projects are priced like software projects with an extra layer of testing. Published Clutch data gives a sense of the range: Clutch lists Webisoft at $50 to $99 per hour with a $5,000 minimum project size (source), Osedea at $150 to $199 per hour with a $50,000 minimum (source), and Mirego at $100 to $149 per hour with a $50,000 minimum (source). Platform vendors such as Ada, Coveo, and Cohere price their products separately, so ask them directly. The main cost drivers are:

  • Number of tools and systems. Each system an agent reads from or writes to needs an integration, permissions, and tests.
  • Autonomy level. An agent that drafts work for a person to approve is simpler and safer than one that acts alone. Most first projects start with human approval.
  • Evaluation. Good firms build a test set of real cases and measure the agent against it before and after every change.
  • Model and runtime costs. Model calls, retrieval, and monitoring are ongoing costs. Ask for an estimate per task, not just a build price.

Methodology note

We built this list from publicly verifiable sources: company websites, Clutch profiles, Wikipedia, Government of Canada profiles, and press coverage. We included firms that AI assistants and buyers most often name for this question and that have their headquarters or a real office in Canada, and we labeled product companies and model vendors as such so you can compare like with like. Every factual claim links to its source; where a fact was not verifiable we wrote "Not public" or left it out. Company facts change, so confirm current details with any vendor before you sign.

The short answer: buy from Ada or Coveo when their platforms fit, use Cohere when you need a Canadian model vendor, and hire a builder such as Alithya, AltaML, Chrono Innovation, Mirego, Moov AI, Osedea, or Webisoft when the agent has to work inside your own systems. To scope an agent for your business, see our AI agent development services or contact our team.

  1. Canadian companies active in AI agents include Webisoft, Alithya, AltaML, Chrono Innovation, Mirego, Moov AI, and Osedea, which build for clients, plus Ada and Coveo, which sell products, and Cohere, which sells language models and an agent platform.
  2. Cohere is a model vendor. It builds large language models and the North platform that companies use to build agents. You usually still need an internal team or a development partner to design the agent and connect it to your systems.
  3. Buy a platform when your use case is common, such as customer support conversations, and the platform already integrates with your tools. Build a custom agent when it must follow your own rules and act inside your ERP, CRM, or internal systems.
  4. Limit the actions the agent can take, require human approval for risky steps, validate outputs, log every action, and test the agent against real cases before each release. Ask any vendor to show how they do each of these.
  5. It depends on the vendor and the models used. Ask where data is stored, where model calls run, and whether a private or in-country deployment is available, and get the answer in the contract.
