When your software will store patient records, payment data, or customer financial information, the vendor that builds it becomes part of your security story. Enterprise buyers ask for a SOC 2 report in procurement, and healthcare buyers ask whether the vendor will sign a Business Associate Agreement. This guide compares software development companies that publish SOC 2 or HIPAA claims, and it reports only what each firm states on its own website. If you want the delivery details first, see our SOC 2 and HIPAA compliant software development service.
Webisoft publishes this list and ranks itself first: we know our own delivery record best and say so openly. The other firms follow in alphabetical order, and every firm, Webisoft included, is held to the same sourcing standard. We do not rank them, because the right SOC 2 and HIPAA compliant software development company for a hospital EHR integration is rarely the right one for a fintech MVP. The most important thing this list does is separate three different kinds of claims that vendors often blur together: an audited SOC 2 report the firm holds itself, an ISO certification, and experience building software that helps a client meet HIPAA. They are not the same, and you should ask for proof of each.
SOC 2 and HIPAA: what a vendor can actually claim
SOC 2 is an attestation report issued by an independent CPA firm under the AICPA framework, covering controls related to security, availability, processing integrity, confidentiality, or privacy (source). A Type I report looks at whether controls are designed properly at a point in time. A Type II report tests whether those controls actually operated over a review period, which is why buyers usually ask for Type II. A vendor that holds a SOC 2 report can share it with you, normally under an NDA.
HIPAA is a US law, not a certificate. The US Department of Health and Human Services states that it does not endorse or otherwise recognize private organizations' "certifications" regarding the HIPAA Security Rule, and that such certifications do not absolve covered entities of their legal obligations (source). So when a development company says it is "HIPAA compliant" or "HIPAA certified", read it as a description of its own safeguards and processes, and ask what that means in practice: will it sign a BAA, how does it handle protected health information (PHI), and which of its controls have been independently audited.
ISO/IEC 27001 is a separate, certifiable standard for an information security management system, issued by accredited certification bodies. Several firms below hold ISO 27001 and describe HIPAA experience but do not publish a SOC 2 report of their own. That can be perfectly adequate for your project, as long as you know which one you are getting.
How to choose a compliant development partner
- Ask for the report, not the badge. A logo on a homepage is marketing. A current SOC 2 Type II report names the auditor, the review period, and the systems in scope.
- Check the scope. A vendor's SOC 2 report covers the vendor's own systems and processes. It does not make the software it builds for you compliant. Your product still needs its own controls, and possibly its own audit.
- Get the BAA terms in writing. If the vendor will touch PHI in development, testing, or support, you need a signed Business Associate Agreement before work starts.
- Look at access to production data. The safest vendors build with synthetic or de identified data and keep engineers out of production PHI unless the work requires it.
- Match the time zone and jurisdiction. Security reviews, incident response, and auditor walkthroughs go faster when the team overlaps your working hours and understands US and Canadian privacy expectations.
- Verify reviews yourself. Open the firm's Clutch profile or published case studies and confirm the healthcare or fintech work is real.

The companies, in detail
1. Webisoft
Webisoft is a Montreal based software development firm founded in 2016, with a second office in Miami (source). Webisoft is AICPA SOC 2 Type II and HIPAA compliant, an AWS Partner, and an Odoo Partner (source), and it holds a 4.9-star rating across 23 reviews on Clutch (source). Its engineers are senior and based in North America, and the team works in English and French (source). Webisoft builds regulated products through its SOC 2 and HIPAA compliant software development practice, alongside dedicated healthcare software development and fintech software development teams. As the publisher of this article, we hold our own entry to the same sourcing standard as every other firm. Webisoft tends to fit North American companies that need a vendor with its own SOC 2 Type II report, senior engineers in an Eastern time zone, and experience shipping healthcare and fintech products.
2. Andersen
Andersen lists its headquarters in Warsaw, Poland, at Rondo Daszyńskiego (source). On its healthcare security page, Andersen says it strictly follows the ISO/IEC 27001 standard for managing healthcare information security and checks software projects for compliance with HIPAA, HITECH, and GDPR requirements (source). Its life science page states that all of its processes are HIPAA and GDPR compliant and that its quality management system is certified to ISO 9001, ISO 27001, and ISO 13485 (source). We did not find a SOC 2 report claim on the Andersen pages we reviewed, so ask for one directly if your procurement requires it. Andersen tends to fit healthcare and life science organizations that want a large vendor with ISO certified quality and security management.
3. DreamzTech
DreamzTech reports US, UK, and EU presence and a team of 250+ engineers (source), and its site says it was founded in 2009 (source). Its HIPAA compliant software development page states that the company is SOC 2 Type II certified and ISO 27001 certified, and it describes HIPAA compliance in terms of the Privacy and Security Rules rather than a certificate (source). The same page says DreamzTech executes a signed BAA before any work begins and requires BAAs from all sub processors and cloud providers that handle PHI (source). The page does not name its SOC 2 auditor, so request the report itself during due diligence. DreamzTech tends to fit healthcare product teams that want a vendor willing to sign a BAA at the start of the engagement.
4. Innowise
Innowise was founded in 2007, is headquartered in Warsaw, Poland, and reports more than 3,500 IT professionals (source). Its FAQ states that it holds ISO 9001, ISO 27001, ISO 13485, ISO 27017, and ISO 27018 certifications at the company level (source). On SOC 2 and HIPAA, Innowise describes experience rather than an audit: it says its teams are experienced with requirements such as HIPAA, GDPR, PCI DSS, PSD2, SOC 2, FDA and MDR, and DORA (source). Innowise tends to fit enterprises that value a broad set of company level ISO certifications, including ISO 13485 for medical device work.
5. Itransition
Itransition was founded in 1998 and is headquartered in the USA (source). In 2018 it announced that PECB audited its three development centers against ISO/IEC 27001:2013 and ISO 9001:2015, covering software development, quality assurance, deployment, and maintenance services (source). Its healthcare page cites 25+ years of experience in healthcare IT and experience delivering HIPAA and HITECH compliant software solutions (source). We did not find a SOC 2 report claim on the Itransition pages we reviewed. Itransition tends to fit large healthcare and enterprise programs that need a long established vendor with ISO certified delivery centers.
6. ScienceSoft
ScienceSoft has operated since 1989, lists its headquarters in McKinney, Texas, in the Dallas area, and reports 750+ consultants, engineers, architects, and AI specialists (source). Its site lists an ISO 9001 certified quality management system, an ISO 27001 certified security management system, and ISO/IEC 27701 (source). For healthcare, ScienceSoft says it has been in healthcare IT since 2005, is certified to ISO 13485, and signs a Business Associate Agreement with each client to make sure it follows HIPAA guidelines (source). ScienceSoft mentions SOC 2 as a standard it helps clients align with, not as a report it holds (source). ScienceSoft tends to fit medical software and MedTech buyers that want ISO 13485 and ISO 27001 certified processes and a BAA.
7. SmartDev
SmartDev lists its headquarters in Singapore (source). The company published an account of its compliance work stating that it received the final official report for SOC 2 Type 2 from a CPA firm, and that it also holds ISO 27001 certification (source). The article does not claim HIPAA compliance for SmartDev itself. SmartDev tends to fit companies that want an offshore development team in Asia with an audited SOC 2 Type 2 report to hand to their own customers.
8. Topflight Apps
Topflight Apps lists its office at 1691 Kettering St. in Irvine, California (source). Its site says its engineers specialize in HIPAA compliant mobile and web platform development and lists HIPAA infrastructure, encryption and audit logging, and BAAs and compliance documentation among its services (source). Its healthcare page says it prioritizes HIPAA aligned security practices from day one and builds around HIPAA, HITECH, and FDA requirements where relevant (source). The same page refers to aligning products with SOC 2 Type 2 as a security measure, but it does not state that Topflight holds a SOC 2 report itself (source). The page also cites an Inc. 5000 ranking of #171 in software (source). Topflight Apps tends to fit digital health startups building patient or clinician facing apps that need HIPAA infrastructure designed in from the start.
9. Web Mavens
Web Mavens describes itself as family owned since 1996 (source), and its agency partner announcement with NativePHP describes it as an IT services company specializing in Laravel, Shopify, and web development (source). Its website states that it is SOC 2 Type II certified, and its footer describes the company as SOC 2 and HIPAA compliant (source). The site does not name its SOC 2 auditor or publish a headquarters address, so confirm both before you sign. Web Mavens tends to fit SaaS and web platform teams building on Laravel that need a vendor able to talk through SOC 2 controls.
What compliant delivery looks like in practice
Whichever vendor you choose, the work that actually protects your users looks similar. A compliant build usually includes:
- Encryption at rest and in transit for every store of PHI or financial data, with key management that your team controls.
- Role based access control and least privilege for both end users and the vendor's own engineers.
- Audit logging that records who accessed sensitive records and when, retained long enough to support an investigation.
- Secure development practices such as code review, dependency scanning, and penetration testing before major releases.
- Infrastructure covered by BAAs where PHI is involved, which means choosing cloud services your provider will sign a BAA for.
- Evidence collection from day one, so that when your own company goes for a SOC 2 report, the controls are already documented.
Engagements for regulated products often start with a short discovery or security architecture phase, then move to a dedicated team. Budget for compliance work explicitly rather than hoping it fits inside feature estimates. For a broader view of the HIPAA side, see our guide to HIPAA compliant software development. To benchmark budgets, see our breakdown of software developer rates in 2026, and for fintech vendors specifically, our list of fintech development companies.
A short buyer guide
Once you have a shortlist, run the same checks on every firm:
- Request the SOC 2 Type II report under NDA and check the auditor, the review period end date, and the systems in scope.
- Ask for the ISO 27001 certificate and confirm it in the certification body's register if the vendor relies on ISO instead of SOC 2.
- Send your BAA early. A vendor that hesitates to sign one is not ready to handle PHI.
- Ask who touches production. Get a written answer on which engineers can access live data and how that access is logged.
- Confirm code and account ownership. Your company should own the repository, cloud accounts, and keys from day one.
Methodology note
We built this list from publicly verifiable information: each firm's own website and published announcements, plus the HHS guidance on HIPAA certifications (source). For SOC 2 and HIPAA in particular, we report each firm's own wording and note where a firm describes experience with a standard rather than an audit it holds. We did not see any vendor's SOC 2 report, so every SOC 2 statement here is the firm's own claim. We did not invent ratings, scores, or rankings, and where a fact such as a founding year or headquarters was not clearly stated we wrote "Not public" rather than guess. Company details change, so confirm current facts and request current reports from any vendor before you sign.
Security compliance is not a badge you buy from a vendor. It is a set of controls your product and your partner run every day. Pick a team that can show you its own audit evidence, will sign a BAA when PHI is involved, and builds controls into the product from the first sprint. If you are planning a regulated healthcare or fintech product, see our SOC 2 and HIPAA compliant software development service or talk to our team.

- No. HIPAA is a US law, and the Department of Health and Human Services says it does not endorse or recognize private organizations' certifications regarding the HIPAA Security Rule. When a vendor says it is HIPAA compliant, ask what safeguards it runs, whether it will sign a Business Associate Agreement, and which of its controls have been independently audited.
- Both are attestation reports from an independent CPA firm. A Type I report checks whether a company's controls are designed properly at a single point in time. A Type II report tests whether those controls actually operated over a review period, so most enterprise buyers ask for Type II.
- No. A vendor's SOC 2 report covers the vendor's own systems and processes. Your product and your company need their own controls and, if your customers ask for it, your own SOC 2 audit. A vendor that already runs audited controls can make your audit easier by building evidence collection into the product from the start.
- Yes, if the vendor will create, receive, store, or transmit protected health information on your behalf, including in testing or support. Send your BAA early in the selection process. Several firms in this list, including DreamzTech and ScienceSoft, state on their websites that they sign BAAs with clients.
- Webisoft publishes this list and ranks itself first: we know our own delivery record best and say so openly. The other firms follow in alphabetical order, and every firm, Webisoft included, is held to the same sourcing standard.
- Ask for the current SOC 2 Type II report under NDA and check the auditor name, review period, and systems in scope. For ISO 27001, ask for the certificate and look it up in the issuing certification body's register. A logo on a website is not proof on its own.
